Amateur Radio praised in Indian Earthquake exercise

A mock earthquake drill was held in Guwahati, Assam on Tuesday, Dec 27, and the director general of civil defense highlighted the importance of Amateur Radio in natural disasters.

A Times of India report says:

Expressing happiness over the programme, director general of civil defense Rajendra Prasad was hopeful that such programmes will help the citizens understand how to conduct rescue operations with the available resources.

Saying that Amateur Radio sets proved quite useful during earthquake and Tsunami in 2004, Prasad said. He added, "the Amateur or HAM radio was very useful during the devastating earthquake at Bhuj and also in conducting rescue operations in Andaman and Nicobar islands in 2004.

This device can be used when mobile towers and other communication devices gets destroyed."

He said the civil defence will urge the Centre to issue licenses to run Amateur Radio in Assam soon. Though Amateur Radio is the only mode of communication which works during an emergency, the use of Amateur radio in Assam is yet to gain popularity as Wireless planning and Co-ordination has not issued any license to run Amateur radio in the northeastern states since 1990 due to security reasons.

African Naked-Mole rats to lead breakthrough in treating arthritis

Experiments on naked mole-rats may lead to better treatments with fewer side effects for humans suffering from painful inflammatory arthritis, according to a new study published Friday in the journal Science.

 

 

 

 

 

 

 

The partially blind, hairless, wrinkly, cold-blooded mammals were good candidates for the study because of their unique insensitivity to acid-induced pain.

Native to sub-Saharan Africa, the naked mole-rat makes its home burrowed deep in huge colonies in underground tunnels, with access to very little oxygen and high levels of carbon dioxide.

“Exposure to high levels of carbon dioxide in turn would evoke acidosis, but the naked mole-rat has evolved in a way to manage this acid load and to be able to live in acidic environments, which for most other rodents in the world would be uninhabitable,” said neuroscientist Ewan St. John Smith, the lead author of the study.

Scientists say in most mammals – including humans – exposure to acid stimulates special channels at the tips of sensory neurons, called nociceptors. Once these nociceptors are activated, they transmit a signal along the spinal cord to the brain.

But among naked mole-rats, although acid triggers the nociceptors, their pain-sensing neurons contain proteins with genetic mutations that prevent neurons from firing off pain signals in response to acid.

Inflammatory disorders, such as arthritis, are normally associated with acidosis, scientists say.

“If a drug could now be developed which acts on these particular proteins on the sensory neurons, you could limit the ability of acid to cause pain in patients with arthritis and other inflammatory disorders,” Smith said.

According to the Centers for Disease Control and Prevention, an estimated 50 million U.S. adults (about 1 in 5) report doctor-diagnosed arthritis. That number is projected to increase to 67 million by 2030.

“We can learn a lot from comparative physiology. By understanding how an animal adapts to its environment, this will teach us a lot of our own biological system,” said neuroscientists Gary R. Lewin, one of the authors of the study, conducted by the Max Delbrück Center for Molecular Medicine in Germany.

The naked mole-rat has been the subject of other groundbreaking studies. The buck-tooth rodent has been found to have an unusually long life span; it can live three years longer than other rodents and is resistant to cancer.

Most recently, scientists sequenced and analyzed the entire genome, which Smith and his colleagues hope to be able to use for their next phase of research.

“It’s cool to know how things work, especially when things don’t work as you expect them to,” Smith said.

$10million to spark Innovation

Dr. Peter Diamandis wants you to be the CEO of your own health care.

You should be able to make decisions based on technology that analyzes your body and gives you personalized feedback and treatment recommendations, he says. And Diamandis wants to speed the development of that technology along by offering prizes for the people who can make it happen.

Diamandis is the founder and CEO of the X Prize Foundation, which offers $10 million prizes for various technological feats.

In October, he announced the $10 million Archon Genomics X PRIZE presented by Medco, which is a challenge to sequence 100 genomes of centenarians quickly, cheaply and accurately.

Such sequencing is getting more accurate and inexpensive all the time. And data collected from sequencing specific groups of people – those who have had specific diseases, for instance – will help scientists gain a better understanding of those conditions and how to treat them.

“We’re about to enter a data explosion,” Diamandis said. “We finally have enough low cost, fast, ubiquitous computing to help us crunch these numbers.”

As if that’s not futuristic enough, he also wants to take a hint from “Star Trek” in reimagining health care. Characters from that sci-fi hit used a tricordor, a device that can analyze and record data. One variant of a tricorder is specialized for medical purposes to diagnose diseases and get other patient information.

Diamandis wants to have a $10 million prize to make a tricorder in real life. The prize would anyone who develops a mobile device that can match or beat a panel of board certified physicians in diagnosis. He envisions a hand-held device that has artificial intelligence, so you could talk to it. And you could cough on it to see if you have a cold, or prick your finger to test your blood.

It’s called, appropriately, the Tricorder X Prize, partly funded by Qualcomm, and is still in development.

Diamandis just finished a book with science writer Steven Kotler called “Abundance,” which is coming out in February. By his account the world is getting better at an accelerating pace. A “rising billion” people will be gaining access to the internet this decade, becoming interconnected through low-cost handsets and tablets. They will gain access to health care information and education that will help them become true innovators. Their passions and time investment will lead them to solve big problems.

“As these problems get solved in the developing world at a very low-cost rate, it’ll come back here to the United States and give us amazing benefits,” he said.

Diamandis and Kotler’s book introduces innovators such as Steve Hawking, Larry Page, Dean Kamen and others who are making strides in some of the biggest problems of our time.

The X Prize Foundation is probably best known for the Ansari X Prize in space flight. The challenge was to fly two people 100 kilometers (62 miles) up – one notion of “where outer space begins” – twice in two weeks. In October 2004, SpaceShipOne was named the winner of the $10 million prize.

The prize gave innovators a clear goal, and gave legitimacy to the undertaking of private space flight. In the five years after SpaceShipOne won this prize, $1 billion was invested in the personal spaceflight industry, Diamandis has said. Diamandis, who wanted to be an astronaut as a child, has not personally been to space. But he holds two tickets – one with Space Adventures and one with Virgin Atlantic. He plans to be on one of these early commercial flights to space and fulfill his passion.

Department of State Seeks Lawyers To Fight Child Abduction & Join “Attorney Network”

The I CARE Foundation is urging lawyers in Texas, Arizona, New Mexico, and Nevada interested in assisting parents of children who have been internationally abducted or who may be targets of international parental abduction to participate in the Department of State’s “Hague Convention Attorney Network” according to Peter Thomas Senese, a director of the foundation. “In order to prevent child abduction, the reality is lawyers educated on the complex issues of international child abduction need to be mobilized within the Department of State’s attorney network. When this occurs, there will be significant opportunity to educate a less than knowledgeable judiciary who are too often unfamiliar with the complexities typically present in these cases. Additionally, and of equal importance, particularly in Texas, Arizona, New Mexico and Nevada is the need for undocumented individuals living in the United States to know that if their child is abducted from the United States, they have major recourse under the Hague Convention, and that the Department of State’s Office of Childrens Issues is ready, willing, and able to assist them.

 

The Office of Children’s Issues in the U.S. Department of State serves as the U.S. Central Authority for the Hague Convention on the Civil Aspects of International Child Abduction (the “Convention”). The International Child Abduction Remedies Act (“ICARA”), establishes procedures for litigating Convention cases in the U.S. The U.S. Central Authority has numerous functions including facilitating the institution of judicial proceedings in the U.S. “with a view to obtaining the return of the child and, in a proper case, to make arrangements for organizing or securing the effective exercise of rights of access.” In April of 2008, the U.S.Central Authority assumed the responsibility for all incoming cases, and overseeing a network of volunteer attorneys.

 

The “Attorney Network” provides critical assistance. Lawyers that join the “Attorney Network” are asked to consider taking Hague Convention return and access cases on a pro bono or reduced fee basis. There is never an obligation to take a case, and legal fees and expenses may be recoverable under the Convention’s Article 26 and the implementing statute (42.U.S.C 11607), and under state law when state law remedies are pursued (e.g., UCCJEA). In addition, lawyers with and without Hague experience are welcome to join the Attorney Network, as the Attorney Network offers a host of information and mentor programs. In addition to incoming cases of abduction, attorneys can also represent parents in abduction prevention cases and outgoing abduction cases.

 

Presently, there are over 1,640 ‘reported’ cases of IPCA originating from the United States according to the last published report issued from the Department of State to Congress. The number of cases has nearly tripled from 2006 to 2009 alone according to a recent report issued by the Government Accountability Office’s (“GAO”). According to I CARE, the number of ‘unreported cases’ of IPCA appears to be substantial and at least equal the number and growth rate of ‘reported’ cases.. Many of the ‘unreported’ cases appear to involve immigrants who originate from Central and South American, and Texas, New Mexico, Arizona, and Nevada (along with California) clearly have a high-volume of incoming and outgoing cases.

 

Peter Thomas Senese added, “Overall growth rate of IPCA is conservatively estimated to be between 15% – 20% per year, and there could be well over 100,000 children abducted from the United States between 2009 and 2020 if current trends conservatively stay the same.”

 

As the growing rate of abduction and the shortage of trained attorneys becomes more well known, key media voices in the legal community have recently come to support I CARE’s recruitment campaign for attorneys to join the Department of State’s “Attorney Program.” Aware of the growing crisis in Connecticut, the Connecticut Law Tribune(CLT) recently published an important article concerning this issue.

The trauma experienced by victimized children and parents when faced with a child abduction, especially in the international arena, is overwhelming, primarily due to the lack of experienced attorneys, but also, due to the great financial burden, and cultural and language barriers. When they have nowhere else to turn and are so desperate, being able to help these people has been a rewarding experience personally, as well as professionally. It is worth every hour I have spent climbing the learning curve in this little known area of the law. My experience in taking these cases has been humbling, to say the least, as I have seen the very best of my profession, which is too often the object of jokes and derision. My participation in the Department of State’s Hague Convention Attorney Network will make a difference in the lives of my clients and hopefully the children targeted of this crime from my home state.”

 

Carolyn Ann Vlk, writer of Florida’s CAPA law and a director of I CARE said, “The reality is that laws that have been established to protect children are not followed in part due to an uneducated judiciary. The way to remedy this is to have informed litigators who can make a difference before the courts. Texas, Nevada, New Mexico, and Arizona have a high case load and clearly attorneys are needed by the Department of State to join their “Attorney Network.”
